Der dritte Armuts- und Reichtumsbericht dokumentiert eine dramatische Zunahme von Armut – das Deutsche Institut für Wirtschaftsforschung hält die Zahlen sogar noch für geschönt
Eines der wichtigsten Ergebnisse der rot-grünen Regierung is three years after its official end: The gap between rich and poor has further deepened. Mainly long-term unemployed, less educated and single parents with their children are victims of the ongoing redistribution policy. Accordingly, there have been 13% of all people living in Germany below the poverty line. It's Every eight federal citizen. Another 13% only because of transfers, skip this threshold. That is, without government assistance such as unemployment, children or housing allowance, a total of 26% or one in four affected by poverty or in immediate danger. This is reflected in the new Poverty and Wealth Report, put forward by the ruling coalition.
It is the third poverty and wealth report of its kind, the previous studies are from the years 2001 and 2003. The current survey covers the period from 2002 through 2005 and includes the initial phase of a so-called labor market reform. The consequences, such as on the Hartz IV legislation and its implications for
Long-term unemployed are in the survey but not included.
Increased risk of social decline
risk of poverty despite workwealth exceeds the limit, whose income is twice as high as the average salary in the population.
Here, the rate of inflation is not taken into account. Total 2005 income from salaried employment were more than a third of employees under the low income threshold. Early 90s this was still only around a quarter of the workers of the case.
Another risk group that is particularly vulnerable to poverty, the unemployed with children. The poverty rate of households with children where both parents are unemployed, is at 48%. Of the full-time pairs is at least 8% with almost one in ten dual-earner couple with the available household budget under the poverty line.
OECD complains double burden lower-income
one about the real income losses, the tax burden in Germany in the middle and lower income levels, not only the world's best, but one of the main causes for the increasing risk of poverty. This has a result in the fall of 2007 by the Organisation for Economic Co-operation (OECD) published study. In this particular the high social security contributions of these income groups are criticized. Since the 70s this has increased from 27% to 40%. With the result that average incomes after the deduction of taxes and charges do not even have an income that corresponds to the tax subsistence. According to a model calculation remain a family of four with an annual income of 30,000 € after deduction of all taxes and charges, including child benefit only 24,000 euros. But also reflected in the income tax is skewed. Because the income limits - unlike the practice in many other countries - are not regularly adjusted for inflation, increasing parts of the population falling into the top tax rate. Originally, the maximum tax rate reached only at an income 20 times higher than the median income. Today, it is already at 1.4 times the average income of the case.
criticism of the criteria
About especially the part of the addition of the German Trade Union Confederation and the charities expressed criticism of the alarming results of the new Poverty and Wealth Report, experts even one step further and question the integrity of the figures presented. While the grand coalition at the statistics of the so-called EU-SILC in 2006, a European-wide standardized survey is based on income, list the prestigious surveys, such as the German Institute for Economic Research (longitudinal study of the socio-economic panel DIW), the much precise indicators as a basis, a significantly higher increase in poverty rates. The DIW has - for the Poverty and Wealth Report, the federal government - calculated that the poverty rate had increased between 2000 and 2006, from 11.8 to 18.3%. This number, however, lack in the corners of the poverty report. The figures are, the DIW said in a statement, "a too short selection of the facts."
